
Minh Saelim has lived at Marbrook Court in Grove Park for the last two decades, and often receives help with his shopping as he has a back problem and can “hardly walk”.
On April 24, a friend parked outside his home for less than 15 minutes while he was carrying Mr Saelim’s shopping inside for him.
They were later hit with a £100 fine by UK Car Park Management, the company which manages parking on the Phoenix housing association estate.
The 75-year-old has since written to the parking company asking that the ticket be cancelled, claiming that he had not been given sufficient support to obtain the appropriate permits.
He added that he had not experienced any issues with parking on his estate until this year, when automatic number plate recognition cameras were installed.
Mr Saelim was sent a letter in March by his housing association informing him of the new cameras, and was told that he would be “shortly receiving” a letter about how he could create an account to manage permits online.
But he said he never received this letter so had been unable to set up an account.
“I am a resident here and I’ve paid rent – why is there a ticket for somebody coming to give me help,” he said.
“How can they not allow anybody to come in a drop the shopping off?
“It’s very difficult to get through to the parking company and I’ve not been able to get any permits.
“Nobody wants to come to see me anymore – I’ve been left alone.
“The change in the rules is unfair to the elderly resident who live here.”
A spokesperson from Pheonix Community Housing said: “We have raised this with UK Car Park Management and have asked them to investigate.”
UK Car Park Management has been approached for a response.
